Due date for September 2026 Provident Fund Electronic Challan-cum-Return filing and contribution remittance extended to October 31, 2026: Relief for employers transitioning to the revised wage ceiling
The Employees’ Provident Fund Organisation (“EPFO”), has through its circular dated October 13, 2026 (“Circular”), extended the due date for filing the Electronic Challan-cum-Return (“ECR”) and remitting the corresponding Provident Fund (“PF”) contributions for the wage month of September 2026, from October 15, 2026, to October 31, 2026.
The extension comes in the wake of the Ministry of Labour and Employment’s gazette notification dated September 17, 2026, which enhanced the PF wage ceiling under the Code on Social Security, 2020 (“SS Code”) from INR 15,000 (Indian Rupees fifteen thousand) to INR 25,000 (Indian Rupees twenty-five thousand) per month, with effect from September 17, 2026.
We had analysed the impact of the enhanced wage ceiling on employers and employees in our earlier JSA Prism of September 22, 2026.
Background
Since the revised wage ceiling came into effect mid-way through the wage month of September 2026, employers have been required to compute contributions for September 2026 separately for 2 (two) periods, namely:
- September 1, 2026 to September 16, 2026, based on the earlier wage ceiling of INR 15,000 (Indian Rupees fifteen thousand); and
- September 17, 2026 to September 30, 2026, based on the revised wage ceiling of INR 25,000 (Indian Rupees twenty-five thousand).
As clarified in the EPFO’s Frequently Asked Questions (“FAQs”) on the revision of the wage ceiling[1], such split-period contributions are to be reported in a single ECR for September 2026, which was ordinarily due by October 15, 2026. Further, employees in the INR 15,000 (Indian Rupees fifteen thousand) – INR 25,000 (Indian Rupees twenty-five thousand) wage band who were previously excluded employees are required to be enrolled with effect from September 17, 2026.
The Circular records that multiple representations were received from employers, establishments and other stakeholders, highlighting that the mid-month revision necessitated corresponding modifications to pay-bills, payroll configurations, employee-wise contribution calculations and related records, and posed considerable technical, operational and administrative challenges in respect of the September 2026 wage month.
Key features of the Circular
- Extended due date: The due date for filing the ECR and remitting the corresponding PF contributions for the wage month of September 2026 has been extended from October 15, 2026, to October 31, 2026.
- Compliance conditions continue to apply: Establishments may file the ECR and remit contributions for September 2026 on or before October 31, 2026, subject to compliance with the applicable provisions of the SS Code and the schemes framed thereunder.
- Limited to the September 2026 wage month: The extension is confined exclusively to the ECR filing and remittance of statutory contributions for the wage month of September 2026. In other words, it is not a general extension of statutory timelines for any other wage month and does not dispense with any other obligation under the applicable law or schemes.
Conclusion
The Circular offers welcome breathing room to employers who have been racing against a tight timeline to reconfigure payroll systems, identify and enrol newly covered employees, and compute split-period contributions for September 2026. The relief is particularly meaningful for large organisations with sizeable and diverse workforces, for whom implementing the revised ceiling mid-month has posed considerable technical, operational and administrative challenges.
Since the statutory due date itself has been extended, ECR filings and remittances for September 2026 made on or before October 31, 2026, should not attract interest or damages for delayed remittance. While it eases the immediate compliance burden for the September 2026 wage month, it is important to note that this is a one-time exception.
Employers now have a valuable window to get their compliance right and should use it to ensure timely and accurate filings, since the extension applies only to the September 2026 wage month.
